It may take 3-5 knock downs to kill, so play carefully and use stamina wisely to maximize the knock down damage.
Repeat this process until he is knocked down, then rush over to his head and start attacking the bird before he gets back up. Attack the weak spot on his stomach until you are nearly out of stamina, and as soon as you see him wind up for an attack run around to his backside to get away from the swipe. Unfortunately being in melee range also puts you in more danger from his attacks, but thankfully his attacks are mercifully slow and very obvious. He tries to guard it with his off-hand cleaver, so you will need to make sure you are right by him to strike the weak spot directly. A knock down can be triggered by attacking the large piece of metal that is sticking out of his stomach. You need to knock Adjudicator down before you can damage his weak spot. If you are a melee build things are going to be a little tougher and more laborious. If you do take a hit, just run into one of the corners between his attacks and chow down on some healing grass.
The Adjudicator will lash out with his large cleaver or try to whip you with his tongue, but as long as you don't stand still for too long these are easy to avoid. Target the bird and begin firing off attacks, making sure to weave back and forth in between. If you start hacking away at it do not be alarmed to find no damage being done. If you are using arrows or magic, descend to the second floor and you will be just above the Adjudicator, nearly eye to eye with the bird on his head (his weak spot). Adjudicator Demon's souls closeup For melee characters the battle is a little bit harder and more dangerous, but it is still nothing compared to some of the most challenging encounters like the Maneater or the False King. Adjudicator's boss room contains three floors, and when you enter you will be on the third and it will be on the first.
